Report a translation problem
I have almost 600 hours into this game and never experienced a game breaking bug. Never. I have played through that quest twice (once on normal mode, once on hardcore) and not had the problem you're having.
I am not alone in this experience. Most people here have not experienced these problems since the last update.
In 2018 my system met the specs that were recommended for this game. I don't have a cutting edge system IOW. And I don't rely on mods.
So why is my experience so trouble free? So diametrically at odds with yours?
The logical, inescapable, conclusion is that either it's karma (good on my end, bad on yours) or something on your computer or system or set up is corrupting files or interfering with your game play.
If the game plays near-as-nevermind flawlessly on my system and on many other systems, the problem literally cannot be in the code, or the way it is designed, or optimized or... etc., etc., etc..
It's an antivirus program, its a faulty video driver, it's the latest Windows update, it's an old version of the game, it's a mod, it's a corrupted file or save game, it's inadequate hardware, it's a bogus copy, the universe hates you.....
The possibilities are nearly endless but if the problem is not reproducible on all or most computers, it literally cannot be the game.

I installed the game last week. There's no way I don't have the latest version.
Also when people run into issues and ask for help, if you cannot help, simply walk away. It doesn't matter if you don't understand. It's a game. I'm not asking for a debate. No need to type a long paragraph.
anyway.. if u try broke this game and u was successful, but u dont like that, then just lad last save
and no, there isnt way how to reset it and fix it.
u can try google console commands, if u wanna use console commands ;)
or even use editor - u can download it at Nexus
r u sure they dont run away from you, or isnt here dead body and u just dont see it, because your PC?
there was a lot of ppl who kill whole city and even after that all works
im afraid u need tell us more info.. i just guess its mod, because ppl without mods who kill whole city dont run into issues like you was.
best thing will be reload save before u was trying game limits
and when u ask about other players killing NPCs.. ye, i was killing NPCs in city.. and even knockout executioner, who then interrupt execution next day, just to chasing me :D ..it make one quest interrupted and cant be finished..

Not necessarily. I installed the game in about May or June 2020 when the current version was 1.9.6 but it took me ages to realise that the version number on the main menu screen was 1.8.1
I had to edit the version number in a couple of text files to get it to version 1.9.6 and after that I could actually access DLCs that I hadn't been able to use.
1. I can hide my game activities on Steam. If you want proof that I own the game on Steam, check this game's steam review. I recently left one.
2. Stealth kill is not a way to break the game. The game literally has a perk for it and it allows the player to kill anyone in the game, including civilian NPCs. It is part of how the game was designed.

It seems creepy to me that you keep bringing up unrelated and/or unsubstantiated allegations about me doing anything wrong with my game instead of having a civilized conversation, let along finding me creepy for killing NPCs in a video game. If you are a kid, learn some manner. If you are a grownup, well, grow up. Now get lost.

I only have this issue for Rattay, which is really odd. I also tried this in Sasau and NPCs who are stuck return normal after a day or so.
One of the NPCs is a guard who literally becomes unkillable. He just stands there doing nothing and cannot even see me drawing weapons etc. I do have an option to "Mercy Kill" him but even doing that won't kill the guard. He stands in the middle of the road, far away from anywhere I stealth killed NPCs who were at home.
And I didn't actually kill the whole town, just some town people in Sir Radzig's fort. No mods so far...
I was wondering if any mods could help. There's no console command for this.

Well, I said I don't use mods in my response. "no mods so far". Again, thank you for your input, and I didn't rant at you at all.
Yeah I kinda wanna see what happens. Usually in a game (Fallout, TES, GTA, etc.) when you kill an unnamed NPC, you don't have any negative consequences. I was trying to see how the reputation system works in this game. It's also a way to get stealth-focused player stronger in early game as well (sell their gears for money or get good gears from guards). Had no idea why killing unnamed civilians would cuz these weird bugs.
In two sentences you've ousted yourself as an absolute shill for the game. Congrats, you win the "well it worked for me" award. OP says that his game soft-locked after doing a typical open world-ism and you start going on about how amazing the game is and how bug free it surely is... the game is a buggy mess after several years.
