I get almost all of my gear from bandits.

Notice the low noise and decent protection (considering that any shield can substitute plate armour quite admirably). You can pretty much complete the game with that. Although I would suggest going for stealth kills and generally "smart" approaches, getting a bunch of nice perks, and stuff, since you're already sacrificing some defence when you go for the "low-key" approach.
Agreed there should be a hood up/down toggle.
