When your clothes and armor are very worn, your charisma drops. (Keep in good repair)
When you are very tired or too drunk, your charisma drops. (Sleep regularly and don't overdrink.)
Ways to boost:
- Nicer clothes
- Being slightly drunk (Or the perk Loose Tongue in Drinking)
- Herbalism perk (Flower Power) when you're carrying flowers
To raise your charisma further, you will need to take certain perks and buy better gear. All gear has a charisma stat that contributes to calculating your overall charisma. The highest charisma is achieved by wearing the most expensive noble clothes but acceptable charisma for the later game can be achieved by wearing well-maintained high quality armour.
Plate armor is the best for it, because people will see your shiny armor and mistake you for a noble knight (I have a charisma of 17 with my armor) plus there are perks 'In shining armor' that give you like.. +4 bonus or something when its sunny and you're in plate armor.
When your clothes and weapons get damaged and dirty then the charisma value of that item drops lower and lower so your total average charisma value drops as well. Best possible charisma would be to wear some noble clothes or otherwise high charisma clothing in 100% condition and fully cleaned after visiting a bathing house.
Because charisma is the average charisma of all your equipped items. So it's quite normal that if you equip a new item which has a value roughly of your current charisma, that it won't increase or decrease.
