It is illegal because the lords own all the land. Therefore, they own all animals on the land and you are poaching. It is just like in real life.
There is a sidequest, that if played right will make you an official gamekeeper for the area. So hunting will not be cosidering poaching anymore.

Animals belong to the king or lord/s in the area, making you a poacher. Aka you stole that game.

The Talmburg quest that can end with being Master Hunter? I've been told there is another way but I iniated the questline by speaking to the Master Hunter in Talmberg. Just consider the previous sentance (in line with the goal you want) when undertaking his task.

By which he doesn't mean that the meat is no longer flagged as stolen - it is. You are expected to hunt what the lord's of talmberg desire and to turn it over to them. Selling meat from fresh kills is still theft, Master Hunter or not. What it does give you is the ability to tell game wardens to sod off if they acost you while you are hunting.

There's game wardens? I mean I been killing game just to level my bow skill (so I can do said master hunter quest and hopefully get a house, as well as win an archery tournament). I have never once seen a game warden before. People love me too so I have never been searched one ever. Just in case though I do keep any meat flagged as stolen on my horse. I'm in no need of funds though so I tend to just go get my arrow back and leave it. Exception being a quest line in Rattay where I have to get a beggar meat for nobles so they can get money for food.

Yup. First playthrough I ran into only 1, deep in the woods while hunting after I became master huntsman. This playthrough I've been acosted at least six times, at least half of those while just traveling down roadways.
