why is every one saying the game is unoptimized
im running a steady 60 frames with medium to high settings, no tweaks or anything.

Same here, game runs great, occasional lags in towns but not bad at all...

GTX 1060 6gb
32 gb DDR3
i5 4690K (not overclocked)
SSD
1080p HD Monitor

I think some folks just push their expensive cards further than they should and expect perfect results, 2k and 4k resolutions are over rated in my opinon.

Some GPU models are running at 30 FPS even at the lowest settings. I heard 1080 and 980s are having the biggest problems. For me, I ran at 70 FPS at the lowest settings with tweaks, but I also had them dip to as low as 20FPS at certain scenes. I'm running 1080p resolution with GTX980Ti.

I've heard that optimization is a roulette. I got moderately lucky I suppose. Framerate is consistent when I lock it to 30 externally, but I can't maintain 60fps without compromising resolution.

CPU: i5-6600
RAM: 8GB DDR4 2133
GPU: MSI GTX 1050Ti
HDD: 1TB 7200RPM mechanical hard drive
OS: Windows 10 Home

Yeah because you are playing in 1080p, however this game isn't nearly good looking enough that a gtx 1080 shouldn't be able to max it out at 1440p. I can max the witcher 3 at 4k with no issues and that game looks way better. This game I have to play at 1440p high to get a playable framerate. That's the definition of poor optimization.

Forgot to mention I do get much lower FPS during cut scenes but they run smooth so who cares.

Except it isn't. If people on random mixes of lower end systems are experiencing perfect performance, then it's more likely a very strange bug than an actual optimization issue.

Basically I paid $600 for my graphics card, I expect $600 worth of performance. This game doesn't allow it.

Yeah and I can understand that, it should absolutely be fixed. I'm just advising you that the problem is a bit more... complex than perhaps you would paint it.

Yeah but what I'm saying is that it seems like an issue only with higher resolutions. If i drop it down to 1080p and max it out I get close to 140fps. The second I bump it up to 1440p high I get around 40.

The game has really bad points where the frames drop sub 40 fps while other times I sit at 80 fps. Its even stranger when the frames drop while inside.

Just 1080p with 144 refresh on my monitor.

That seems super low for 1080p considering your specs dwarf mine by a decent bit, My average with a 1080 and i7 7700 is closer to 120 if i drop it to 1080p.

Noted but then life's not fair is it lol...sorry, I'm just giddy that I can have a great experience with my $200 card.

To be honest I don't really get the super high res fad, 1080 looks amazing to me at least, seems like every few years nVidia and other companies come up with "new tech" just to squeeze more money out of people, I remember a few years ago when God Rays were such a big deal, it's all hype...so buy an expensive card, get the latest 4k monitor, activate ultra settings...and watch your game lag...no thanks, I'll stick with my low end bargin gear and play while the rich kids fumble through forums looking for help.

Being realistic tho I do understand that the game needs some tweaks and I expect those who need them will see them soon.

Once you play in higher resolutions it's hard to go back. 1080p makes my eyes feel like they are gonna bleed. It's so blurry and jaggy. The performance is still fine, my complaint is that I have to run at 1440p high to get good performance. That's unacceptable for a game that really doesn't even look that good.
