You need to go to the crossroads then follow the path that has horse poop on it, then keep finding horse poop until you find some guy who tells you the horse is going up the stream of some creek , you find him there.

I found a random horse caparison in my inventory about the same time I finished it, and I was wondering if it was a bug from the horse trader screen, or whether it gave me one for the quest and just didn't mention it.

The reward for that quest is indeed a caparison or whatever it is called.
