Spurs With 20 Charisma vs 15 Charisma Broken?

I just picked up some sweet 20 Charisma Golden Spurs. They show Charisma at 20. The Knights Spurs I'm using are 15. If I wear the gold my charisma drops. Which doesn't seem to make sense.

Also can someone explain how the numbers equate because with either on I'm at 8 or 7 Charisma.
