"Lost" my tier 5 horse this way--horse inventory still works, show it has full hp, but doesn't appear when I whistle. Even fast traveling didn't reset this, so I ended up fixing it by buying another horse.

Go back to the last place you saw the horse and try to find it. This happened to me a couple times and on the third one I found out the horse had gotten knocked over by something and was taking a minute to get back up. If you leave before it "revives" you cannot call it with a whistle which I have to believe is a glitch. You can just go back to it though and it should be fine.

Alternatively you can just buy a new horse. I think it's gonna be in the area somewhere though.
