It's possible, but not easy.
I won the first try with 4 archery skill.
The trick to archery is to align the target in the viertical for the desired range, draw the bow, but don't try and compensate for the horizontal sway, instead, wait for the bow to sway back onto the target, and release.
Two and threes rest of the way.
Personal practise and archery level up helps you go far bud.
When i go there, I can see there's a chest left of the table.
Then I do the contest, which I win, but the problem is the chest and the master archer are both gone. WTF?? where am I supposed to get my price??
I've wiped out entire bandit camps with my bow and arrows... just a matter of focus.

'cos training bow is easy to do, and the extra little bits of speech experience from convincing the winner to give you the wine is more valuable.
