How to keep the game above 60fps
Firstly, I love this game. I am using a 1080ti at 1440p and lock to 60fps with Riva Tuner (I believe it can be done in-engine also). It took some experimenting because the game sometiems dips indoors, and sometimes in populated areas, so here is some info for you guys.

SHADOWS: The main culprit. Anything below HIGH is fugly (unfortunate because MEDIUM offers a huge boost to FPS). Running above HIGH seems to decrease FPS linearly with only some improvements to resolution, so use the HIGH setting.
LIGHTING: Effects performance mostly indoors. Going from HIGH to VERY HIGH offers a nice improvement in visuals, going to ULTRA only offers a small improvement, so use the VERY HIGH setting.
SHADERS: This one is intruiging, taking screenshots at various settings hasn't revealed exactly what this does, but keep it on HIGH to optimize performance in populated regions.
OBJECT DISTANCE: This one has a big impact where there are lots of objects (think cities). Keep this slider at half way.
ALL OTHER SETTINGS: I have all other settings at VERY HIGH, because ULTRA is not optimal. All other sliders can be maxed.

TLDR: Use the VERY HIGH preset, then manually drop SHADOWS and SHADERS to HIGH. If you are running a lower end card then drop to 1080p.
