Then to balance they should have just made horses harder to steal. For a game that calls itself an immersive RPG, development decisions like this really just break the entire experience.
Actually i found a random horse, i took or "stole" it and rode to rattay. In town i was selling something and as i mounted it every guard was after me cause i was stealing the horse i came with. For unknown reasons no one was after me when i came with it into town. Its just dumb and broken...
