Rattay Armory [some minor spoilers]
The Bailiff wants me to go to the armory to get gear, but when I get there every chest is locked. Am I in the right place? I have no lockpicks to deal with the chests.

There's actually an NPC Guard you're supposed to talk to, then he gives you your equipment.

No problem. I actually ran into that as well, I saw a guard just standing around and thought "why not?" and happened to be the right NPC.

I ended up needing to sleep until the morning since the guy I needed to talk to was sleeping already.

Same problem here.

3pm, and the guard in question was asleep. Tried at 4pm and 5pm... still asleep. Would just tell me to sod off.
