Some hard chests in skalitz & talmberg are level 2 or 3. I have never encountered a level 5 "very hard" chest before.
EDIT GOOD CHRIST THIS IS FROM RELEASE.
Most Very Hard chests require level 15 total.
This means that skill 10 + 5 from Padfoot potion that can be both brewed and bought can be used to pick them and quickly level lockpicking to where you don't need it.
A single night of Henry Coming to See You (sleeping) in Rattay with like two Padfoot potions will get you to lvl 12, at which point you could boost your lockpicking with a perk from Drinking category (which you are leveling every time you use a Padfoot or Schnapps).
Traders very hard chests contain their inventory. Spent a fortune repairing your kit? Pay the armourer a visit.
PS.: A place with several fun quests, nice traders and overall a Center For Serfs Who Can't Read Good And Wanna Learn To Do Other Stuff Good Too - including practice on a Skill 10 Very Hard chest is Užice. Specifically and conveniently the VH skill 10 chest is in the tavern, guarding like 3,5 groshen.
These are split out, in a similar way to training books and level gains from skill-trainers into 4 blocks of 5 for skills and for lockpicking - Very Easy, Easy, Hard, Very Hard. While you *can* attempt a lock which is more difficult than your skill level, there is a cap on the 'distance' which is permitted - I don't know what it is, but I suspect (from low level equivalent behavior) that it could be 5 points. If so then the hardest can under optimal conditions be attempted at level 10 *plus all perks and bonuses* which give a temporary boost.
It is quite common for one 'very hard' lock to be attempt-able while another is too hard to try because of this finer grain underneath.

as a note, the "(200k from a Trader)" implies the user was working with the trader for a long time to build up 200k in the trader's inventory - i've never noticed a trader to start with more than 2500 Gr.
at the beginning of the game, there is no chest with 200k Gr. without cheats
In Talmberg, there are only 3 Traders capable of building up to this level in any reasonable time - the Innkeeper, the Hunter, and the Blacksmith - their chest should be easy to find. The statement of a "door" implies innkeeper or hunter.
...but that's in Talmberg and the game really starts over in Rattay - by the time you've reached Talmberg and have worked a Trader up to 200k, you probably already have more money than you'll need (at least until From the Ashes DLC).
And there are other chests you would have encountered by then, and "easy" shouldn't matter.
