In fact there are many regions throughout the eras that had many style phenomena, such as men with long hair and women with short.. kinda really proving that people, even the peasants, gave a damn about how they looked, even with their hair~
However, this all being said, i will agree that barbers, from what i recall anyway, didnt become a thing until later on (iirc around the 15th-16th century, and only because of demand and changes in economy) Most people did it themselves with a shaving kit, or just the old fashioned way with a knife (or scissors if you were a tailor or armor smith). Something like this would be difficult to find a balanced way to implement it however, especially if youre looking to keep realism in tact (though this being said, KCD isnt entirely realistic.. It does its best, but in most cases it does remember its a game, and makes obvious design choices for such thing)

Barbers operated as surgeons and hairdressers. The reason being the typical work they did was like amputation and the like, and very few people wanted amputation. they made moeny on the side from being a hairdresser. if no one would waste their money on it, then they would of became something else.
