What part of the game are you in? In Talmberg you can steal one (and arrows) in the guard tower where its lying on the table.

There's only like one guard making rounds, so it's easy to snag it when he's somewhere else, away.

Huntsman shops. First one you'll find through the story is in Talmberg, where you can buy bows ranging from ~100 to ~600 silver, it's a little bit north of the eastern gate, just follow the main street.

If you wait a bit tho, you'll be able to win a pretty good, free bow. But it's difficult to get. It also happens through main story so you can't miss it.
