I'm not sure if the Robber Baron quest increases it if you haven't done that yet.
Other than that I am out of ideas.
There is some between The Inn in the Glade and Talmburg, there is another lot just up from the monestary in Sasau, take the road heading towards Samopesh.
1. East of Ledetchko on the north side of the river, between the town and the bridge on the way to Woyzcek the Miller.
2. The Western road to Neuhof at the 2nd T-intersection between the Broken Wheel Tavern and the first farm southwest of Neuhof - they spawn in the small valley right at the intersection and just east and up the hill of the Neuhof bandit camp. In fact, if the camp is occupied, they will often come up hill and investigate the ruckus.
3. West of the Rattay Executioner's gallows at the fork in the road.
Note that in each of these encounters, the guards are wearing the Rattay black-gold livery, so they're easy to spot. Don't kill any guards or any bandits/Cumans who surrender.
Do a daily patrol around these areas, you'll encounter them soon enough.
