Rob the rich give to the poor? Guard spawn in the room

Everytime I knock Pazdera the guard out in the sleep a guard is spawned in the room and arrest me.... The guard that arrest me was not following me, he just spawns right behind me.

Why? How should i complete the quest?

Sorry I cant understand what you are meaning. I knock Pazdera out then a guard magically spawn behind me.

Every time i try this, Pazdera spawns in the other room, and the other guy wakes up as soon as i enter it.
How do i make Pazdera spawn in the room he's in during the video?
