Skirmish spots on the other hand seem to be more fixed in their strength. You will never encounter medium armoured NPCs in Skalitz. Or you will never encounter heavily armoured NPCs north of the inn in the Glades.
Every ambush location and skirmish spot is assigned a level boundaries (limits). For example, you will Never run into a fully plate-armored Bandit at the ambush locations between Ledetchko and Sassau, nor at the Skirmish location between Ledetchko and Miller Woszyek (sp?). And Skalitz is always Max Level.
So, perhaps ambush locations all have the same level parameters, and skirmishes are location specific.
But the OP was specifically talking about the "random encounter" locations that are for the wayward knights, the dead ladies, the beggars, and the poachers. These are the locations they were describing (not what you call Ambush or Skirmish locations)
I'm pretty sure I've encountered several fully-armored bandit and cuman attacks on the twisted hill paths between Ledetchko and Sassau; maybe it's random per-playthrough?
In 1000+ hours and countless playthroughs, i've never encountered full-plate-armored, elite bandits in that location, or at any other "ambush" locations (player vs. 1-5).
I could be wrong, but i don't think so.
Or there is the western path from the southern side of Ledechko which leads to two skirmishes. One can have some pretty heavy geared bandits. The second one has medium geared bandits.
Very late in the game and also after reaching the epilogue, I've encountered 3-4 full-up armored bandits south of Rattay at the path leading east from the shrine just before the mushroom patch. I died once there because of them, and the main reason is because I was surprised as hell to see 3-4 full-up armored bandits at that spot, since my previous encounters have been lowly Cumans with villager bows and maybe a Nicopolis sabre or two. It also happened in successive play-throughs, always late in the game or after epilogue.
Also have encountered a group of armored bandits between Rattay and Ledetchko at the ambush spot past the Sasau/river fork in the road.
Finally, there is an ambush spot on the south road to Sasau from Ledetchko, right near the bandit camp - if you're heading east from Sasau past the camp, you can sometimes stumble into a brawl between two groups of bandits or bandits v. Cumans, and at least two of the bandits will have some really great armor (Dark Brigandine, Milanese pauldrons, Noble Composite Chausses, etc.), and will drop some very nice weapons, including metal-plated axes and ceremonial maces. This spot will spawn these types of encounters at any time in the game, and if you're persistent and patient, you can loot some very fine items that you can wear or sell. This spot is my favorite since it saves me a trip all the way to Skalitz early in the game. I've encountered these engagements so often it's become part of my early game strategy to find decent armor and enough loot to upgrade my horse.
