Defense, axe and mace are paid 'passive' training options that have nothing to do with master strikes. You can't buy advanced levels of 'passive' training if you don't have enough skill, or if you don't have enough money, which must be obvious from that dialogue.
When you train master strikes you learn them for every type of weapon at once. You just choose which weapon you want to complete training with.

and learning Master Strike / Riposte for ANY weapon, will allow you to use it for ALL weapons.
Thus, Bernard believes you have Already Learned Matser Strikes - so you don't need more training - thus, "(you must be joking, right ?)"
