Judging from your posts, they are not bound to be to the north as I found them. They could be to the west/east of the inn too (As mentioned by you) and even possibly to the south.
So whoever it going through the hassle of locating them, just circle around the inn and you will find them somewhere with their horses.
There are plenty of other NPCs you should have interacted with throughout the gameplay that actually want to work and need a job.
They end up being useful in fact, giving extra money to your rents from the town thanks to their work, at first they are slacking off, as usual, yet after a judgement event, if you give them another chance, they start being very useful, giving like 10 more groschen each
Holy macaroni, that side quest with those two dunderheads made me fly into a rage time and again..
I found the best solution was to simply choose the dialogue option to wait the 5 or 7 days with them until the delivery carts arrive. That way the game simply teleports you directly to the place of action and none of the quest stages will get messed up.
Try fast travel well away from there, sleep a period of time then check back at the top of the quarry around noon or evening time period and see.
