would you not suspect one of your own guys setting arrows on fire or tempering with the food? lol
Only I admit, the last time I did it, I got spotted even if I thought no one was looking...
During night
- Get a disguise Full Cuman + sword/bow, or no weapon at all, go to the bandit camp first
- sabotage bandit food and arrows
- sabotage cuman food and arrows
if spotted, just proceed with sabotage on your way out through Cuman camp: the bandits will run after you, but the Cumans will take a bit of time to realize what's going on, giving you time to sabotage...
(make sure your poison is easy to select when food window pops up! otherwise you'll get hit before dropping poison in their food)
- have a sword and shield ready to a) fight back if you can handle, or b) to block every attack to win time during retreat
- whistle for your horse and leave!
tip: poison food first, it's a bit more complicated than setting arrows on fire, 'cause you need to select from item menu and you might get hit before poisoning...
Also, have very low noise clothes and low vis/consp if you want to stealth take down, or even walk in the camp a bit more silently...
If not, you might have to go the long way and stealthy kill off the patrolling bandits and cumans one-by-one and reduce their numbers. It doesn't affect the mission anyway.
If they stopped you 3 times already and talked to you, then the disguise is not effective anymore.
(I don't know however if you change of Cuman disguise by wearing other pieces of armor, if they can still recognize you - never tried)

Arriving from the West of the camp already in disguise, going to the bandit camp to sabotage first is the best way to start it: 'cause the other way around brings all the Cumans with you and you must go back facing a second wave.
Starting from the bandit camp, you just procede next to the Cuman camp and, on your way out, sabotage things until you get to forest. Cumans will chase you, but they'll be late to recognize the situation (as for the 2 Cuman guards), and some will still be getting up from bed.
Cuman leader mask probably adds more "conspicuousness". When I tried it, all Cumans came to me to get orders... Activating dialog with them. Don't know if they were asking for orders but you get the point.
Basic Cuman set, shouldn't be too much problem as with a Captain helmet...
Also, I'd wish they implemented real down/up visor concept in all situation, like up visor when talking to friendly NPCs, walking/riding, and down visor for combat or talking to bandits and Cumans.
If you wear the right gear, then the cumans should give you 3 chances where they trigger a dialog with you.
If those don't trigger then you either suffer from a bug, or perhaps the items you are wearing is wrong.
Screenshot the your inventory (picture and names of worn items) then we might be able to tell you what is wrong.
I have done the quest 4 times the last week, and it worked as intended for me (so if it's a bug I am actually interested in it).,
