both decisions in my eyes are right.
started play new story for this patch and was at first surprised i suddenly can not hop on my stolen horse with 12 boars, 6 deers and dozens of rabbits in pockets. went a loooong walk. but then i got used to new situation. not stolen horse can carry 500+ weight, so not picking any trash anymore.
was caught off guard with stolen items dissapeared on horse too. was leveling citizens in rattay one night and lost all loot.(not reloading, so what i experience, i live with consequences, if caught, then jail and so on.).
in short - horse mounting weight limitation is right.
