Do NPCs ever stop bleeding?
I've just finished the Band of Brothers DLC with everyone alive and well after the final battle and I'm in the middle of the Ring of Bacchus quest (Which raises another question of mine: Does it ever end?) and was doing business in Rattay after talking to Radzig when I got the notification that I failed the Ring of Bacchus quest. So, I rode back to the mercenary band's camp and found Dangler slumped over dead. I assume he must have gotten the bleed out effect during the final battle and bled out, but it's been about three in-game hours since the battle ended.

Do NPCs just keep bleeding until they die? Do they not have some way to counter the bleeding effect? I've already reloaded the save prior to the battle over two dozen times and I've never gotten this far before one of the band dies and I'd hate having to do all that again.

Depends. I haven't seen this happen usually F mercy kill them.
But using poison and unique arrows dipped in different potions yes.

Never really had the chance to test it over such a long time, but I suppose they might. At least until they sleep (which may heal them the way it does us).

I've definately had enemies who bleed out while fleeing from battle, but that doesn't take hours. I've also had bandits I attacked in camp who fled, only to loop back to the camp and go to sleep while I fight their comrades. I am unsure if it was just early enough they wanted to still sleep, or if they were trying to heal.

In any case, yeah, it sounds like he bled out.

Yes NPC's do bleed. If you injure a bandit to near death, he'll most likely die from injuries. I had a bandit surrender, released him unconditionally and decided to follow him. He fled some good distance and then collapsed like a sack of potatoes.

This isn't about whether or not NPCs bleed, it's if they EVER STOP BLEEDING.

Bleeding does not stop on its own.
