Another way to make good money is to do the Robber Barron quest. At the end of the battle you can go around and loot all the bandits with no negatives. any soldier that you loot will be "stolen". I ended up with about 25K of stuff. My horse was full and I had about 600 lbs of stuff on me. I went everywhere and sold.
You can also find the treasure chests. They typically have a lot of money plus good stuff to sell. I would say a net of 2k-5k per chest. You do not need to buy the map to find the treasure.
that is how I was able to pay for everything on my first go around. I was several hundred negative also and was rushing around trying to get money.
Also Peshek's money will reset, it doesn't take long, and there are 2 more fences, 1 of them is not far from Peshek's place.
Also no, looting bandits or poaching ain't a lot more legal than stealing, from roleplaying perspective...
