By doing this, and run off very quick, they won't be able to catch with you or they lose aggro on you. Or you might get lucky and just pull 1 at a time.
Just last night, I shot a bandit from medium range who was camping a small bridge - and instead of fighting me or alerting his camp, he deserted them and ran off the exact opposite direction. (I have a theory that if they don't figure it out who is attacking them, they panic and run - but I am not sure on this)

So if you wanted to stealth and steal their things you needed to quiet these yapping mutts up. And im pretty sure they were unkillable then.
The theresa DLC came along much later..and added dogs to the bandit camps. These aggro you unlike the dogs in town/villages. I do not think the meat was ever supposed to work on those dogs.
You can do something else, but only works if they are stationary.
Draw your sword, and put the reticle on them. Then, without moving, draw your bow and shoot without holding the bow too much (so the crosshair stays in the same place as you left it with the sword).
I consider it some sort of "exploit", but it can help you with aiming, without having to enable the crosshair with console.
