Report a translation problem
This seems to only happen to me when i rapidly advance Maintenance and then try to learn a few different perks. I then reload a previous save and start over - training the skill, waiting some time, and then "learning" one perk at a time over the next couple days - it seems to avoid the "bug"
From a "Realism" perspective, it is interesting if it isn't a bug - but that would be totally crap to do in such a complex game since there is no way to "try again". So, i suspect it was originally a planned "feature" of the game (to Fail learning a perk) - but likely disabled during early testing - and now perhaps just a bug.
But again - i dont trust it to be a bug - the charisma add is a bit wonky anyway.
Either way, the skill I tired to learn gets learned properly so it doesn't matter
