I'd hazzard that the impact of paying the church is similar. You probably need to give anywehere from 24 to 72 hours to see the full impact, because that impact spreads through gossip (that seems to be what the reputation system is trying to model).
It will take any city where you have a reputation at or below 15 and set it to 16.
so if there's a price, it will help you, and the amount reflects how much help is required. I've see it as high as 2000
