Can these be purchased or are they only available by pilfering them?
I've had two pairs but they've both been confiscated by guard searches...

I think you can buy them at the Rattay tailor.

They used to be available from the Rattay tailor, but I haven't seen them there in quite awhile. They're sometimes found on bandits you kill. The tight red hose can also be stolen from the innkeeper of the Inn at the Glade, Andrew. He then is in his underwear for the rest of the game.

I usually keep stolen items in my box, and wait for some days until the "stolen" status disappears.

You can also store stolen items on your horse,the guards dont search the horse.
