Running the game on 1080p with a GTX 1080 is probably easier than on 4K with a RTX TITAN.
Also, you'd probably get more FPS in 1080P with a 5Ghz 8700K and a GTX 1080 than a RTX 2080Ti would with a i5 2500.

I have a card slightly faster than your but I'm running a massive 3440x1440 and that makes a huge difference compared to 1920x1080. Anyway here is what I use:
If you want to tweak settings for high quality good performance and negligible quality drop that I'd suggest you put everything to ULTRA then turn down the following :
- Lightings to Very High
- Shaders to High
- Water to High
- Shadows to medium but install this mod : https://www.nexusmods.com/kingdomcomedeliverance/mods/41?tab=files and put shadows to medium.
Then I'd suggest you create a new TXT file called user.txt then change the extention to cfg. Save this file in the main kindom come deliverance folder.
Then drop the following lines in it (except what is between parenthesis) :

Instead of downloading LOW FAKE ULTRA Pack - High get the LOW FAKE ULTRA Pack - Standard because the command " e_ShadowsMaxTexRes=2048 does the same, but it gives you more control as you can change it later to 1024 or 4096 (vanilla is 1024 even for ULTRA)
Then for ultimate graphics, you must look for an ENB and I'd suggest you to take a look at Apex ENB which is performance friendly yet looking gorgeous. (although I tweaked it slightly)

(for reshade install, say yes when prompted for doawnling shaders)
But ENB requires shaders to be set to very high, many features do not work on high while performance is noticeably better while visual remain almost the same.
But you can get High shaders to work with ENB by just adding :
r_DeferredShadingSSS=1 to the user.cfg
or even smarter,
In sys_spec_Shading.cfg which is located into engine.pak just like the shadows mod tells you to do, on line 28, change r_DeferredShadingSSS=0 to r_DeferredShadingSSS=1
And voilà now you can use ENB with Shaders on High and get amazing graphics as below :

texture pop-in may be caused by having the game on a HDD... having the game on a SSD does really help. 8gb of ram could also be the guilty here...
Also I think around 50 60fps is manageable with my small guide with a 1920x1080p resolution.
For me, the game runs much better now that it used to at launch.
