No. Go past the miller and head to the city nearby. You will see why.

Black Peter is the only opponent who won't appear after you beat him. All the others may reappear at random.

Rewards also get less unique after about 5-6 tournaments.

The tournament happens every 7 days, if I recall correctly. You'll be prompted the day before about it.
