Bailiffs spend a lot of time near the Rathaus. Sasau has one, so spend a little time looking around there.

He likes to drink and he likes to write. So there are at least three places in town where you'll probably find him if you don't go looking for him at some weird hour.

Or he patrols randomly, but mostly I find him in the scribes house. Look for that distinct hat.
