You said you already tried a mod, are you talking about this https://www.nexusmods.com/kingdomcomedeliverance/mods/27 mod?
is it a distance issue? like do they load when you are up close, but far away they remain in low resolution for longer than they should?
I'm not sure if it is a distance issue, I can try to check. I always ran up to them in annoyance and sat there to watch and count how long it would take until they loaded. lol
And yes, that's the mod I tried. It didn't seem to work for me though.
r_TexturesStreamingMipBias -3
Also about your GPU, is it the 4GB model or the 8GB model?
In theory it shouldn't matter, since i have the 580 4GB model and don't have issues with the steam version, but if you are using the 4GB model and you happen to have the HD texture pack installed, you might run into issues due to low vram amount.
Is the game installed in your SSD btw?
Yes, I tried that command with -3 the user.cfg in the install directory and then loading it with +exec user.cfg via Steam. I'll try it again.
I have the 4GB version, ASUS model. I was having the streaming issue before the HD Texture pack was installed, sadly. I was asked to try installing the pack to see if it might override potentially broken textures, but I can check if that is an issue too. And oh, I had an overlay run and checked my VRAM usage, didn't seem to be hitting my limit, but I'll check that again too when I run my game next (verifying right now).
EDIT
Yes, the game is installed on my SSD.
if you are not using the hd pack (which there is an option in the menu i think to actually enable even if you have it) then it really shouldn't be a vram amount limit.
I mean if you tried all the popular solutions already i'd start the desperate measures of maybe moving the game to the HDD and see if that solves it, or just straight up reinstalling the game.
But before you do that of course make sure your drivers are up to date.
My drivers are up to date, reinstalled them for Red Dead Online, and I have already reinstalled the game (both for GOG and Steam). I'm about to check if verifying on the SSD after removing the pack from Steam itself works and then I'll test disabling the pack. I just hope one of them works.
My advice then would be to contact the developers directly through their support email.
you can get it through here:

Best of Luck.
Wow, I think that fixed it! Just rode through Rattay without seeing a single potato building or puddle, so that's progress! I took a pretty heavy performance hit though with your posted command (mine was misspelled with a space! xD) but no more texture load in it seems. I can just turn down particles and shadows a bit anyhow, and get some performance back since I had it on High.
(and I already tried the devs and their forums lol no luck with them. Steam proved far more fruitful.)
Thanks ♠.brT! I never would have fixed this issue without your help! :)
Command in user.cfg: r_TexturesStreamingMipBias -3
(^ I misspelled this part by putting a space before the number in my cfg)
Command in Steam: +exec user.cfg
I kept the HD pack on, but if I get any lower performance I'll just turn it off. Oh and in case anyone else runs into this thread. YES. This game needs a SSD. I used to have a pretty top of the line 3TB HDD, brand new, and it ran like poopy on it. So get yourself a SSD. ;)
Thanks again ♠.brT!
