Thank you! I am posting there as well, but this not really a problem with that specific mod, more that I think I'm messing something up on installing any mod. As I can repeat this with any mod designed and "working" with 1.9 update in general.

But using -devmode did not allow the mods to run on change anything in the game.
I made sure to test both manually installing the mod(s) (I Tried a few (one at a time) said to work with 1.9 update) by extracting to the KKD/Mods folder and letting Vortex handle them.
Edit: Also found a video tutorial that said to use "+user.cfg -devmode" as well. But that doesn't work as well. (I added a custom user.cfg file as well in the root KKD folder where the system.cfg is)
Step 1: Delete all traces of vortex, mods and the game from your drive(s)
Step 2: Re-Download the game from steam
Step 3: BEFORE you launch the game, follow Jaunitta's advice from a few posts up and add -devmode to the launch options. I did both: +user.cfg -devmode just for testing.
Step 4: BEFORE you launch the game, go to your games folder location KCD got installed.
Mine was: C:\Program Files (x86)\Steam\steamapps\common\KingdomComeDeliverance\
But yours may be different
Step 5: Add the Mods folder to the root directors of \KingdomComeDeliverance folder.
Step 6: Download 1 Mod that has been tested from Nexus to be working with 1.9 update
Step 7: Install the mod according to the directions, usually means run the file you downloaded with winrar / 7zip and extract it to the \KingdomComeDeliverance\Mods folder. Verify everything looks good
Step 8: NOW launch the game for the first time. Upon entry you should get the "You've updated KCD to yada yada yada, we've moved your mods from the \mods folder to \mods_old fold for yada yada purposes" text. This means the mods are being detected by the game.
Step 9: While at the main menu, quit the game and go back to the \KingdomComeDeliverance folder and move your folder that is in \Mods_old to \Mods.
After that, I launched the game and mods started working! Save for a few like I said in the beginning.
I believe the key to my failure was the setup instructions for vortex manager. It had me open the game once so that it could auto scan and find the game.
The first ever time I did this, I didn't even get the "We've moved your mods to \mods_old" message when starting the game for the first time.
Why it corrupted and never allowed me to run any mod, no matter if it was tested and working with 1.9 or not, i've no clue, but hope it helps anyone trying to get working mods for the game.
If you want to be purely manual, you can actually update/mod/hack your game's own rpg_param.xml file directly and rebuild the game's Tables.pak - i do this to prevent mods conflicts
Many mods update rpg_param.xml, and some modders were very sloppy about it and maintained original settings which would then overwrite other mods.
For example, the mod you mentioned can be replcated by adding the following three lines to you rpg_param.xml file directly:
<row rpg_param_key="FullClothDirtyingOnFullSpeed" rpg_param_value="9999" />
<row rpg_param_key="FullClothDirtyingOnZeroSpeed" rpg_param_value="9999" />
<row rpg_param_key="ClothDirtyingUpdatePeriod" rpg_param_value="9999" />
There is a special trick to doing these mods directly, so be sure to do your research about modding directly into the game's Tables.pak

And while you can't gain all items this way magically, you can tweak things to make life easier for you - just remember to maintain balance between linked skills (e.g. lockpick and stealth)

Any mod that was made for 1.9 that I got working earlier, I never touched the .pak file
I followed DargonBlak's links and advice about the mods and tried my own customer one, which was pretty easy to do. However trying both 7zip and Winrar as the compression tools and renamed to .pak caused the game to not read it.
Just sending it to a regular .zip, renamed to .pak worked like a charm.
Got all my mods working as intended, thank you all for all the help!!!
