Can't find Mathew to start Masquerade...

I'm trying to recruit Adam for innkeeper but I can't until I've done a quest for him, Besmirched, that I trace back to Masquerade the next after ..Is a Friend Indeed which I"ve completed. I need to talk to Mathew to start Masquerade but he's not at the Mill nor at Inn in the Glade

He's nowhere in Sasau either...I'm at whits end trying to find the guy!

I found him in the first room at Inn in the Glade...permanently asleep until I woke him.
