This thread started in feb. 2018. It's amazing they still have this bug almost 2 years later!
Finding him is a little involved but he's where he should be.
The quest isn't bugged, it's just not easy.
You have to be prepared to walk around slowly, look and think, and use your woodcraft.
But, that takes too much effort though.
It's not a matter of having to walk slowly. It's a matter of the quest marker pointing to an NPC that won't talk to the player no matter what.
This is unquestionably a quest bug.
I don't want to find the priest because I read where he is in a wiki, I want to find him by following the quest which leads me to him, by talking to the NPC that the quest has marked and who is supposed to lead me to his whereabouts.
What's more surprising is that this quest bug still exists in the game almost 2 years after release..

What are you talking about?? The quest marker points to an NPC which you are supposed to talk to. But the NPC marked by the quest marker DOES NOT talk to the player as he is supposed to because the only interaction option w/ him is to pickpocket him and not talk... then how is this not a bug?
This game is awesome !! But the devs should have fixed this bug by now, almost 2 years after release.
So you need to do that quest to find the priest in order to do Johanka's quest to heal the sick refugee (I am assuming it is this quest you are referring to).
This is what happens when games are dumbed down and rely on quest markers. Nobody can work things out for themselves. You would have no chance with Morrowind.
Although there are other broken things with this 'quest cluster'. Like if you convince Skalitz priest to move to Rovna he'll repeat the same dialogue and won't actually go anywhere. Also it seems like father Fabian and Skalitz priest are supposed to be the same person, but they aren't... just weird
Exactly. Finally someone reasonable. All these things are not game breaking bugs, but they are bugs nonetheless that should have been fixed by now.
Morrowind is the Elders Scrolls game I played the most in the whole series and I loved it precisely because the player had to think his way through. But in this quest that is not the case. All the information the player receives is that Father Simon was last seen in Rovna. NOTHING else. Then in Rovna is a single NPC left. Obviously the only way to complete the quest is by talking to the NPC to get more info. It's not a matter of having to think hard to complete the quest. It's a matter of the quest being bugged and the game not providing enough information to the player because of the bug.
I'll just complete the other quest where I'm supposed to convince the Skalitz priest to go back to Rovna first and see if that clears this bug.
It's still not fixed I can tell you that .... like 6 years later
