Its the factor of what might turn heads. If you show up wearing full plate walking through a cruddy village, you're going to get looks. If you're dressed up as a filthy peasant walking through the Sassau monastery, you're going to get looks.
Edit: another thing that makes people uneasy is if you walk around with your weapon drawn.
I'm necroing to add information and to apply a possible solution.
Steal Groschen, then go to the church in Rattay. You can fix your reputation with the town that way by paying penance at the Donation Box next to the door. The lower your Reputation the higher the cost. If you go for a life of Crime I suggest only stealing what you absolutely are going to use like Groschen, certain attire to upgrade an outfit or two, certain potions to be more usful to you than most, and so on.
The unfortunate side effect is if you get caught and searched they will also see the inventory of your Horse. So it's just better to not have anything on you that can be immediately taken and then your reputation hit more, and they already covered your conspicuousness concern, because as they said it's basically a meter of how much you blend in, in the area.
Invisibility affects how close you have to an NPC to be seen. Conspicuousness affects how quickly they notice you as a threat or enemy. The former is more important imho. The latter is a matter of reading the gear stats. The former is based on the right combination of clothing. For instance it's better to be wearing a dark hat and stolen black priest robe than running around naked. Being asked 1000 times why you're not in a monastery is a pain in the ass though. Even the NPC's who know you ask you this as soon as you put it on. It is the single best stealth piece of clothing in the game though. It covers up a whole lot of other gear, so it's very logical. Putting it on immediately makes you harder to see. Get some dark gear, swap in and out and experiment to see what works for you.
For taking out bandit camps, the Forester perk in hunting is extremely valuable. It makes you almost invisible.
