I got the quest to get the lockpicks from him. I opted not to defame the house with fritz and my bros. I went and got the sword hilt and came back to town to get the lockpicks from fritz but now he is no where to be found.

At first he is at the tavern listening to the german. Later he is at the backside of the house of the guy who owns your family money.
