Kingdom Come has the perfect foundation for this task.
i prefer to see modders doing it, because they don't do it for money, kingdomCome has the base for it, and i'm pretty sure the mod(s) will be better than any GoT games out this day.
Maybe because creating something from a book/ Tv show is more easier ?

Yes it is, just look at Total war Warhammer, gameplay wise it's far better then any of the historic ones, I don't care for warhammer, but from what I've read its just a better game.
I do think that KCD would be a great setting for it, assuming it played more on the multiple endings sort of style. Where you'd have lots of choices that would influence the outcome of the story, depending on who you help, or don't help, or betray. :p

With how popular GoT is right now it's probably only EA or Activision who could afford the licence.
There's no way a small studio like Warhorse would be allowed anywhere near the copyright.
