GAMEKEEPER
Often encountered on the roads in deep forests, the Gamekeeper will accost you and demand to know your intentions in the woods. He'll ask to check your inventory for any ill-gotten animal parts to make sure you're not a poacher.
If you are, you'll have them taken from you and will have to pay a fine or risk jail time with the nearest town guards.

Why not simply kill him? He's the only witness and it's in the woods.
You know how you some times find a person next to a corpse on the road and they try to accuse you of having killed the person they are looting? well that's what I think happened here - it sounds like the guy was a poacher and he was trying to cover his arse because you discovered him so he was pretending to be the Games keeper. I might be wrong though.
