Any tailor in the game that can repair stolen clothes?

He knows it because there is a big red sign on it :-)

Jokes beside, I don't think anyone is willing to repair stolen item. You'll have to wait until they become your own for that. If your lockpicking still is high enough can you also buy the item and then steal your Gorschen back afterwards. Groschen are never flagged as stolen and the item is legally yours.

I've never seen this specific jacket on sale anywhere, I stole from the weaponsmith's body guard's belongings in rattay; and since I liked it, I stole it! After how much time will it become mine?
Does the dialogue perk that makes merchants more willing to buy stolen stuff also apply to repairs?

If it's too damaged to repair yourself wait a game day or two. The more expensive the item the longer it takes to lose heat. Iv'e heard that traveling far away to another town helps, though I can't confirm that.

The more valuable the item the longer it will take. Sometimes it will only take hours, a day or weeks for the really valuable stuff. Jackets shouldn't be valuable so I guess a few days max.

I think patch has changed this to something more realistic...I started a new game and I was able to sell items that were flagged in skalitz to the talberg vendor when I got there (no stolen icon). But thats all prologue, would be interested if someone can rob from one town then sell in another after a quick ride over

I think it should but actually this perk doesn't seem to work (for me) at all. I've never managed to sell a stolen item.

Not so realistic in my opinion. I stole it and nobody saw me stealing it;
"hmm this look stolen to me". Ok the tailor in sasau must have some sort of sixth sense for stolen items

Sell it to a fence, if you have the option to - it'll cost you an arm and a leg, since you'll need to rebuy it at an inflated price, but when you do buy it back it is 'cleaned' - aka, you own it.
