Can't speak for the other ones, but I'm quite sure it counts as having been sharpened recently, and having been repaired by you (but not damaged as its at 100).
Doesn't apply to bladed weapons (except daggers) because you can use a grindstone, at least to bring them to 61+ and then use a kit for convenience.
As far as I've seen, those perks work on any weapon which you've sharpened yourself in the past, even if you've more recently used a blacksmith kit on it. I don't know if a sword/black smith's repair breaks that or not...I don't think I've ever taken an edged weapon to a smith for repair.
While on that general topic....is there a way to clean the blood off a mace without taking it in for shop repair? Seems somewhat silly that Henry can repair substantial damage to a mace, but is seemingly incapable of cleaning up some bloodstains on it while doing so (same rationale would go for using kit repair on a sword/axe as well, for that matter...not sure why we have to go to grindstone for that).
unless you're just horrible at combat, I cant imagine you're taking 40+ points of dmg to any 1 pc of armor
I think that's what it means maintenance. The feature to repair a heavily damaged weapon might have been part of the blacksmithing skill but this was cut from the game due to lack of time and polish
WH did say that they would implement cut features back though
