Quest giver stuck in the pillory?

How long does the NPCs stay in the pillory in Rattay? Because i am solving quest for one NPC ("vagabond") And i need to return to him with the quest item to finish the quest, but the game seems to randomly choose one of the poor people in rattay and put them in the pillory in the main square and this time its my quest NPC and i cannot complete the quest.
How long will he be there till released? Because 3-4 days passed already since i first saw him there and he is still there. I can talk to him, but not about the quest. thanks

I have the same problem too, is it with the golden artifact type thing? The seal I think it is.

It's bugged, i think no one has finished that quest yet.

yes, i forgot the name of the quest but you have to steal series of items and now i had to steal a seal from merchant in Ledechko and return to the quest giver, but he is busted in the pillory so i cannot complete the quest sadly
