Report a translation problem
a) It's still evening/night/morning and is not open because of that.
b) The NPC might have died (might be from physics), if so you must wait for a replacement.
c) NPC might have lost it's pathfinding and is stuck trying to "close" a door or going around in a circle.
If you can see him, kill him with a bow and there will be a new armourer in a couple days.
vadeN can you confirm this? I have the same problem since they patched to 1.4 and 1.4.1 :( Would the replacement work with every merchant in the world?
You will find him upstairs day and night sleeping (the house where the bailiff worked). You must knock out someone ( I took the writer in the same building) - and bring his body upstairs in the room infront of the armourer's bedroom. Then run to the armourer and wake him up and run out of the room. Stay behind the door that he can't see you and wait until he came to see who woke him up. When he saw the knocked out writer then he try to wake him up. Now go quickly to him and knock him out too. Bring both bodies down in the room where the bailiff worked and wait till he woke them up. At the next day the armourer is still working again. If you try to knock out the armourer in his bed you will ALWAYS kill him!
doesnt work all the time... sometimes you have to do it twice... you can sorta guide him that way cause the game trys to put him infront of your henry... so try to be as far away from him when talking to him. -> save game before that if possible...
with that technique i have unstuck alot of npc... even those I didnt needed for the quest, I just felt sorry for them ;)
alot of them get stuck due to "pop in" issues caused by certain graphic settings and bugs... If you have alot of "pop in" npc who get stuck while running around -> try lower or change some settings -> might help to reduce stuck npc due to "pop in" issue. (I dont know the best settings for it -> just fiddle around untill it feels better). Reducing shadows worked for me a bit.
