It completely skipped the part where I shoot my three arrows then he tells me how much I suck at it. =)

In additon to this I would like to note I skipped dialog as fast as it appeared. Try that. It may skip you practing but may move ya forward.
I'm still having this issue even with 1.4.1. Can't seem to find a workaround.
No, I have played the whole game and there's a story. In this quest, you train with Bernard in the daytime. Then Hans Capon comes and you train with him and then go to the archery range for a little contest. If you beat him at both, you'll get his bow. After that, you return and finish your training session. At the end of training, you get the next quest and the story unfolds from there. You're just in the first stages where you learn the mechanics and meet some key characters.
