Edit: ...and (maybe?) the solution.
At least in may case - complete honesty - it was embarrassingly simple and not a bug at all: don't use that (E Use) door, turn to your left and there is a simply door saying: open. Behind that one is the wanted man.

There's another door. Same thing happened to me on my first playthru.
The game is chock-a-block full of these kinds of fookin' bugs. 750 hours in and I want to rage quit.
