Is having only 16gb RAM bottlenecking this game?
I'll go 32gb if I have to, but that's surprising to me if it is indeed necessary.

game is playing fine with 16GB ram. according to msi afterburner my ram usage when playing averages around 7-7,5GB (edit: and it was even lower before i tweaked my user.cfg)

There is no game in existence that is bottlenecking at 16 GB of Ram. Anything over is unneccesary and more focused on 'improving quality' however that improvement is VERY miniscule, and unless you're very serious about your rig, useless.

probably goes without saying some of these people are really trying to take the piss out of you. Although you can't really blame them tbh

No, I have 16gb and the game not even use half of it. On very high and ultra settings. 16gb does not bottleneck your game... if you have performance issue it is not your ram fault.

I recommend at least 64 GB RAM. Better you go one more up just to be safe. What are your other specs? Maybe your cpu and gpu bottleneck too? Get an i9 and two Titans to be safe and ti will avoid framedrops.

I only have 8gb of 2133Mhz ram and the game is running fairly well after I figured out that the game was only running on 3 cores under Set Affinity in task manager. After checking off all 4 cores it got rid of huge stutters I had in Towns.

This. If its not simply performance issues built into the game itself, it could be that if you have an older CPU its causing problems, as it was in my case (i7 870 - even over locking it a tiny amount noticably improved load times for textures and general frame rate). This does of course depend on your setup, but 16GB of RAM won't be responsible for a bottleneck.

For 1080, no way. I'm running this on 8GB RAM perfectly fine (few settings like shadows are on medium, everything else is on high/ very high) and I get stable 60 fps besides few dips in towns and big battles. If anything it's more CPU reliant, based on how AI works.

I run on High graphics using a 16gb ram, but I might try what someone suggested to turn off AA and go all Ultra graphics instead, to see if it runs about the same

GPU RAM should be what is important. You really don't want your GPU using system RAM, it's slower. It's probably a bad idea to being playing at 4k with anything less than 8GB GPU.
