Where can i find a trader who sells this potion or the recipe to make it?

Try the Alchemist at the Monestary, I think it's already in the book at the alchemist bench. If not, you get it when you help the wounded there. It's been a while, so I can't be 100% sure though.

It isn't. You can get recipe from father Simon when healing wounded. Also you should be able to buy recipe from any herbalist.

go to the monastery, help johanka with the wounded on of them (Phillip) will be very sick follow the quest line to help him and you will get that recipe, if not look for a guide showing all recipes here on steam brew the potion following that recipe and it should be added to your herbarium if you succesfuly brew it
