(No it's not a bug.)
As it is now you can go out and get raw game, come back into town, lockpick open someone's house and use their cooking fire, then sell the cooked meat to every vendor in town that will buy it making serveral thousand coin relatively quickly in a few trips. (In one if you've used the unlimited weight mod - but that's rather self-inflicted.)
Maybe for balance poaching should be far more risky than it is. Make getting caught a far higher chance, especially the longer time you stay in the forest. Have a decent chance of being questioned by a guard if you bring raw game into a town. Add the possibility of guards interupting you when haggling with a merchant over the price. (Would be a good opportunity for more use of Speech perks.)
So for a hare ~20 0.2lb pieces is around 1.8kg of meat. A dozen Hares (a fairly small bag from the "Prey" quest) is thus likely to be around 20-22kg or roughly 50lb.
Boar meat is heavier (per piece) so ~160 0.8lb pieces is around 128lb of meat. (And this makes the complaint from some of 'grindy fetch quests' because you need a massive "60 pieces of meat" to be fairly... whiny.)
