just killed 5 robber knights , sold their equipment for 10 000 but already had around 90000 ... so want to dress some town new , could be fun, if you are already bored :-)
What I have seen is, that the NPCS pick things up, when you drop them in front of them, .... wait haven't tried clothes, only money and food , maybe they would dress new , that way ?
can you do a test and tell me if it works. Go back to that chest you stole and store back in stolen clothes or different clothes and see if he will dress back up

yeah but if devs want to make it quite realistic , NPC should notice that they have nothing to wear and go to store buy clothers or simply spawn in a day or two.
