What is a wayfarer?

I get encounters with wayfarers in fast travel but they are just peasants in plain clothing and you can’t even talk to them? What’s the point? Is it glitched for me or something?

Sometimes its a knight looking for a duel, sometimes its a gambler or begger, and other times its poucher and someits the guy you find you cant talk too
